The only times I have had issue with download speeds with Steam have been when their distribution servers are heavily loaded, issues with the ISP, or the terminus. The last two will affect all Internet traffic though, not just Steam. Any other Internet usage from the home network will slow Steam, sometimes to a crawl, so look at that first. Also check the speeds of other Internet applications, services or sites. If you are getting crappy download speeds from speedtest.net with no other usage from other devices running through your router/modem, your ISP may be having issues.
